Ch.9.4
-Describe the major accomplishments and problems of William Howard Taft's presidency
William Jennings Bryan vs. William Howard Taft - 1908
South more Democrat and North is more Republican
Never aimed at being president
1904 - Republican
Roosevelt pledged not to run for re-election in 1908
He hand picked Taft to be president
They hand an easy victory over Bryan
Roosevelt did not run for president and put all of his support behind Taft and that is basically how Taft won because Roosevelt was popular.
Taft Stumbles
He received little credit for his accomplishments
He was not a popular president
Taft did not do what Teddy wanted him to do
Taft broke up more monopolies than anyone else.
Taft’s Accomplishments
Passed the Payne-Aldrich Tariff
Broke up the Standard Oil Company (List some)
Federal Income Tax
16th Amendment passed 2-3-13
Legalized a graduated federal income tax
Provided money to the Government by taxing individual earnings and corporate profits
Why was Taft not well liked?
Not as energetic and well liked as Roosevelt
He was not good at giving speeches, not good at getting them ready
Not good at using the “Bully Pulpit”
Promised to lower tariffs but actually increased many with the Payne-Aldrich Tariff upsetting progressives
Removed land Roosevelt set aside for Conservation
Supported Speaker of the House Joe Cannon who was anti-progressive
-Payne-Aldrich Tariff
Tariff is a tax on imported goods
A tariff makes things tougher to buy
Foreign goods are going to be higher priced than the U.S. so people choose to but the U.S. product
Passed the Payne-Aldrich Tariff which reduced tariffs
When the house passed the Payne Bill, which lowered rates on imported manufactured goods
The senate proposed an alternative bill, the Aldrich Bill, which made fewer cuts and increase many rates
-Land disputes
He took land out set by Roosevelt and gave it to the rich
Taft angered the conversations by appointing his Secretary, Richard Ballinger
Ballinger disapproved conservationists controls on western lands
-Breaking up trusts
Broke up many trusts including Standard Oil in 1911
-16th Amendment
Federal Income Tax
16th Amendment passed 2-3-13
Legalized a graduated federal income tax
Provided money to the Government by taxing individual earnings and corporate profits
-Policy towards African-Americans
They really did not do anything to help African Americans
Part of it was racism
People were going to vote against things if they tried to help them
-Break-up of the Republican Party
Republican Party Split
Due to these problems with Taft, the Republicans split into old-guard republicans and progressive republicans
Teddy Roosevelt did not get the Republican nomination so he decided to run as a third party candidate in the Progressive Party (Bull Moose Party)
Why would this split guarantee a democrat win?
Republicans were spreading out their votes
Bull-Moose Platform
Direct Election of Senators
Woman Suffrage
Worker’s Compensation
8 hour workday
-Describe the outcome of the 1912 Presidential Election.
Looks like Wilson wins easy
Wilson was 42% of the popular vote
Wilson is progressive
Wilson called for basically the same things as the Bull-Moose program
- Wilson and Roosevelt were similar in their beliefs
