Quota System -A system that sets limits on how many immigrants from various countries a nation will admit each year. (p.415)From 1919 to 1921 the number of immigrants had largely increased. Congress then wanted to limit immigrants from certain countries. Particulatly those of southern and eastern Europe.Emergency Quota Act of 1921The Emergency Quota Act of 1921 established the largest number of people that could enter the United States from each foreign country. It also set up the Quota System. The systems goal was to cut, and eventually eliminate European immigration to the United States. The Quota System achived their goal.Several times before, the Emergency Quota Act had tried to be passed. In 1921 the Act was passed because of the flood of immigrants in previous years. They had negative wage effects on Native-Born Americans. Also, political power of immigration groups had increased.The immigration level was limited to 3% and by 1924 have dropped to 2%. Before 1921, 176,983 was the number of immigrants from Northern and Western Europe. 685,531 was the number of immigrants from other countries. After the Act, immigration level dropped to 198,082 from Northern and Western Europe.
