Lenin first overthrew Russian Provisional Government, changing Russia to communist. Soviet Union has the world’s largest communist organization. Gorbachev became the leader of the Soviet Union in 1985. He tried to fix the country to make it more like a democracy. The congress of people’s deputies was created by Gorbachev and it was basically just a different way of election.
