United States submarines from the Philippines, Guam, Pearl Harbor, Ceylon, Trincomalee, Midway, and Australia were huge factors in bringing down Japan. By 1945 Japan's oil tanks were dry because the allied powers were using submarines to cut off oil transport, troop transport, and they sank their merchant fleets. 56% of Japanese merchant men were sunk by US submarines. An even bigger role of the US was when they warned of the Japanese fleet at midway and helped rescue fallen soldiers. After the Pearl Harbor attack president Roosevelt signed a new doctrine stating that unrestrict submarine warfare on Japan was okay. They could sink any ships in Axis waters without warning and not help out survivors. Pretty much Roosevelt felt that they should have no remorse for Japan.
