the vichy government was lead by marshal henri petain..pretty much the nazi france
the free french underground was lead by charles de gaulle.. wanted to free france from german control
neutrality acts.. if war is recognized no trade.
cash and carry system.. if we are the united stares and we are great britain and france we have to pay cash for them to take goods from out country so we can stay out of debt-- our ships dont get sunk and so we stay out of war.
