The Treaty of Versailles was one of the treaties that ended World War I. It ended the war between Germany and the Allied Powers. The treaty stated that Germany had to take full responsibility for starting WWI. Germany also had to pay war damages for the countries of the Allied Powers. The cost of the reparations was 33 billion dollars.
Obviously Germany wasn't happy with this, so there couldn't really be peace in Europe with Germany angry. Germany didn't have 33 billion dollars on hand, so they had to sell some of their islands in the Pacific to obtain more money.
I think that the Treaty of Versailles definitely led to the start of World War II. Considering Germany played a large role in WWII, and they are the country that was angry after WWI. I am sure that just made the tensions even higher in Europe.
