When a police officer has a reasonable doubt, suspicion, or cause, s/he is allowed to investigate or arrest a person. Can even conduct a pat down and question you, called a Terry Stop, which is like a small investigation. If they do no find anything wrong after a short investigation, they are required to leave.

When can police shoot? When the person does not pose a threat to the officer(s) or any person in the community, unarmed, then they are not allowed to shoot.
