Stalwarts was a person who was running for repulicans to become president. He was with the reformers and reformers were thrying to make everything go their way. Garfield was running for president and Arthur was running for vice president. They were elected in 1881. In 1883 the pendalton civil service act was formed. The pendalton civil service act was so grafting wouldnt happen. Civil service has to do with the government. Partronage is know as a spoil system--giving of jobs to those who helped get someone elected--The pendalton civil service act required that you had to take tests to see if you qualified.
