Jobs should go to those who are mose qualified no matter what their political views are. This want for a meri tsystem began politcal reform.Pidleton Civil Service act-Brought up by Chester A. Arthur in 1883 when he became president after James A. Garfield died from gun shot wounds. This Act of Reform made it so federal jobs went given because the person was qualified not because of the people they knew. Federal system worked better and gradually became more honest. But since machines couldn't push employees to give them money the government became closer to the wealthy busines owner.People for Reform- Ruther B Hayes, James Garfield Chester Cleveland, Benjamin Harrison, William McKinley.Grover Cleveland- Cleveland wanted to reform for lower tarrifs but congress never supported him.
