It don't think this is terrorism, but they can be charged with a bomb hoax. I've seen them blow up before on YouTube. It would take a LOT of this stuff to do anything harmful to someone. It just makes a very large noise, and probably scared lots of people. They would probably sound more like gunshots than bombs.
This, does make since. but why do you think they would do it? and no one knows how big the bombs were, so maybe it could do some sort of damage to a human being.
