For the first time in 13 year, Tokyo was hit by a rare heavy snowfall on Saturday. these four inches of snow caused trains to stop ground flights, and covering everything in snow. Everything was delayed, including the entrance exams for several universities. there was also several injuries because people were slipping on ice, or crashing their cars because they didn't know how to drive on the snow. I blame the huge cold front that we got over here in the us

Nobody is to blame. There has been some crazy weather this winter. If you blame a person or the government for snow you must be insane.
This happening is just the weather taking its toll, they might not have expected it but they should have known going outside would have been trouble and things would be closed
