Earthquakes can and most likely will happen in Iowa or Harlan. Earthquakes can happen anywhere, just like Tornadoes, Wildfires,Duststorms, and Hurricanes could actually make it to Iowa too. They just won't be as strong. Just basically one strong windstorm, and heavy rain. Duststorms can happen anywhere as well. To much tilling of the soil, to much soil left exposed, and not enough rain.

There are dozens of reports of earthquakes in Iowa, but nothing noteworthy has been reported. Most of them were just minor quakes that did little damage and had few casualties.

Based on what i found out on the internet it is possible to have and earthquake in Harlan, Iowa. The most recent occurrence was in 2004 in Shenandoah. The first occurrence was in 1867 near Sidney in southwest Iowa. The highest magnitude occurred in Davenport, Ia on Nov. 12, 1934 which was 6.0. When earthquakes range from 6.0 to 6.5 in magnitude buildings and roads are damaged and are possibly destroyed.
