if they have a strong enough desire to ruin their lives and possibly the lives of their loved ones, then no.
if they ever want to stop and fix their lives, then yes.

2/3 atleast the fine and rehab, and depending on it maybe prison, you should get in trouble, and if you just get in trouble you'll probably just do it again, so why not just get them un-addicted and not have to deal with that problem atleast with them again.
I think they should get all of those. They should be sent to prison, go to rehab, and be fined. Maybe depending on the severity they will either go to prison or rehab but they should always be fined. Even if they aren't selling them they are still in possesion of an illegal substance.
I do not think they should be put in prison. Police should confiscate it and then send them to rehab to get help. An addiction to drugs is not a good thing to have.
