Why do you think the construction workers didn't move out of the way for the train, if so why?

They probably didn't see the train or just decided to ignore it. The vehicle was crushed because it was hit by a train that obviously had more power and mass than it and because it stopped on train tracks, which is kinda dumb.
I think they didn't saw the train or just ignored it. In my opinion the driver did not looked after any train and so he crashed it.
They were either really dumb, or probably didn't know the train was coming. The vehicle was crushed because a big heavy train smashed into it. THe vehicle also was not smart because it stopped on the tracks, which is a bad idea.
